Penal Code.Ch. XI. Offences agst Trust.

2. Semi-public, where the situation of benefitee
is occupied by the whole community, and
that of trustee, by the whole body of public functionaries
belonging to the official Establishment.
As to the aggregate body composed of all the functionaries
belonging to a sub-district, or whatever else may
be the denomination assigned to that portion of
territory, which is the result of the first sectional
operation performed upon the whole, they may be
considered to some purpose as constituting part
and parcel of the whole official establishment belonging
to the State, and to other purposes, as constituting,
each group of them, a separate official
establishment, distinct from but acting under
the superintending authority of the whole.
