Upon the whole the larger the fund the more nearly
the case approaches to that in which the fund from which the substraction
is made is the aggregate fund of the whole community, or
to speak strictly the aggregate fund composed of what is extracted from
that all comprehensive aggregate for the purpose of defraying the expence
of government. But, as above observed, trust funds in this or that political state are
capable of swelling to aa magnitude superior to that of it composed
of the whole property of the whole community in this or
that other political state.
