Other species in their denominations will here heapt to
present themselves as no less obvious than any of the above. Take
for example the pickpocket's book, the highwayman's book, the
burglarer's book. But in company with these names the reason
why they were not proposed for insertion may not improbably
have already presented itself to the readers mind: the
classes of malefactors thus denominated, are commonly below the
reach of that species of punishment in regard to which, the
Public Opinion Tribunal unites the functions of Executioner & Judge.

In the present state of things the effect produced in this
way by the judgements in the Courts of Law, Judicatories, is drowned
as it were in the immense mass of matter continually issuing
from those fertile sources. Even thus it is not without its but
with the help of a little method & authoritative arrangement
& expression this effect might in no small degree be increased.
Thus when sentence is pronounced for an offence belonging to
any one of these qualities, let it be the part of the sentence that his
name, with this age, birth place, occupation, past & present
place or places of abode with or without designation of his
parentage, be entered in an appropriate book – So much for recordation.

Now for publication.

In the Gazette, publication of the names of the several
convicts, with the date & time & place of the judicatory where
convicted and the name of the offence as given in the book.

2. Republication in various public receptacles. Say for example
the Court Calendar. In A sort of an Almanach annually
published by itself. If printed on one side of a sheet, might
be hung up in churches, Town halls, Courts of Justice &c. An
appropriate selection from it might find an apposite station
in the Royal Exchange, the Bank & other such places of resort
for the higher classe of commercial men. The fraudulent insolvent's
book, for example might be expected to constitute a check of no small
efficiency upon the species of dishonesty which these words bring to my view.
