General punitive remedy where no special
one is appointed: mulet observing the limitations
on the side of excess and deficiency.

Exceptions
1 Where the pecuniary circumstances of
the delinquent do not admit of it
2 Where the delinquent punished would
be indemnified by persons connected with him
in the sinister interest
