But the House of Lords is the Judicatory in
and by which a net profit from the wrong is secured
to the wronger by the best most elaborate and best adapted
machinery. arrangements. As often as a man who has another
man's money in his pocket, is disposed to
make to himself a profit out of it at the expense
of justice, if the quantum of the money has risen
to a certain sum he looks to the Lords for co-depredaters
and accomplices, or say in the House of Lords he
beholds the Great Insurance Office, with the Chancellor
for Head Manager; and in whatever confidence
he reposes on them, he may be sure of never being
deceived. As to the quantum of profit thus capable
of being secured, it depends upon the provision
made respecting the interest of money unjustly detained
or forborne to be paid. In some cases, no interest
at all is given: in no case, is any adequate interest
given. In no case is any such rate of interest given
as, where the wrongful withholder is a commercial
man, is adequate. Profit of trade say ten per cent
a moderate allowance: interest, when any is given
by common law or equity or money detained by
wrong, highest rate, five per cent — annual net profit, as
long as detained, five per cent. From an experienced
solicitor, the intended Depredator, with a degree of accuracy
sufficient for the guidance of practise, informs
learns himself what length of time the suit can
be made to occupy in its several stages, ending
with the most efficient manufactory of delay, the
House of Lords. Like question and information respecting
the probable annual cost of a suit as nearly
its circumstances to his as may be.
