Offences affecting the Revenue
§. 1. Introductory Observations

Instructional

Offences affecting the revenue may be divided distinguished in
the first place into those that obstruct diminish the receipt, and
those that produce and encrease the effect
of it.

From another source of division they may be distinguished
into Offences of the committed by public functionaries as such,
and offences committed by non-functionaries as such.

Public property is Property in all shapes belonging to
the public – that is to say to the members of Government in trust for themselves
and the other members of the community is stands exposed to
loss by all those offences to which property in those same shapes
belonging to individuals stands exposed, by the same denomination
by which delinquency is expressed in the one case

For these then no separate provision of detail need be made.
