Suggestions to the Legislator . paper without being printed has a very extensive
circulation: sometimes the circulation of a paper though printed
is very confined . The substantial destinction has,
not between print and manuscript , but a between
in confined as indiscriminate circulation , and a circulation
intentionally confined . It may be deemed indiscriminate
when the thing is giv either sold or
given to any body that will have it : it may
be deemed intentionally confined , when communicated
only to a few particular persons
only. When once it is got out of the power
of the first publisher it may indeed the circulation
may from being confined may indeed become
indiscriminate . but this it may be in either
case. The paper may be either printed or reprinted .
