Offences against the National Wealth
By the National Wealth I mean the
sum of all the different portions of wealth possessed
Offences against the National Wealth, what
by individuals. Offences against the National
Wealth will accordingly be [all reducible to] such
practices as tend or are supposed to tend to
operate affect a diminution in this sense.
In considering the national wealth at any given instant we
may considering it either as such part such quantity of it as is actually
subsists in being at that instant, or such farther quantity
as we suppose might may come to exist in future.
As to what is already in being whatever
practices have a tendency to diminish that quantity have
been considered and provided against already.
They are compared under all those precedings
titles of which property was the object: under
the titles of offences against the property of
individuals: offences against the property of thea
class or neighborhood. Offences against one's own property.
Offences against the Revenue or the Public
wealth. The only offences relative to property that
come under the present tithe are such whereof
the tendency is or is supposed to be to prevent
the sum of all the wealth of the from being
so much more augmented than it is as it would might be otherwise; but
