Offences against the National Wealth.
These are the fundamental propositions one or other of which
every Legislator takes for granted, who makes protective
regulations and thereby constitutes offences
in the view of adding to the riches of the nation
If one or the other of them be not true his interpretation
can evidently be no otherwise than prejudicial. Both of
them have been combated with great force of argument
by Dr. Smith in his book on the Wealth
of Nations.
Be this as it may it is evident that the the
present is a subject which cannot be discussed fully
without entering into the minutest details of
Political Oeconomy: and in that account already
it would stand excluded out of the limits of this
present design. But the tenor of such regulations,
if it be proper that any such be made
must be governed by the local and temporary
circumstances of the situation of each state: and
on this account too the subject would < stand
excluded from the limits of this format design.
