Disaffection
the concurrence and assistance of his ministers,

The reason of for punishing Disaffection to the Sovereign

Rebellion. But though Disaffection may prove a cause of
Rebellion, it is by no means necessarily followed by
that effect. There never was that Government with
which every individual subject was well satisfied:
there never therefore was that Government in
which there was not some degree, however small
of disaffection. But to be dissatisfied even with the personal conduct of the sovereign, nay even to express that dissatisfaction in a violent and public manner is one thing; to such to give vent to it by the extreme and desperate crime of taking up arms against his authority is another. It is not necessary therefore to punish
it in the same manner as Rebellion.
