Disaffection
in a moment of good humour and calm reflection
when the idea of provocation
is out of sight may consent to establish laws
which in the moment of passion [provocation or]
passion he may either through shame not
think proper to attempt, to violate, or though he should
attempt find it difficult to violate succeed. The odium
of an ex post-facto law may restrain those whom had the
matter been open, mere clemency would not have restrained.
But is there any Sovereign who would submit
to have his hands thus tied. Such instances
it must be confessed are rare, but I see not why
they should be deemed impossible. To produce give birth to such an
instance then needs nothing more than that
a Sovereign should be found on whose temper
in his best moments the principle of clemency
should have the same influence as in
Sovereigns now living we have seen it manifest exercise
in the height of under the spur of provocation and in the
of success. To such a Sovereign without fear
of incurring his displeasure and with some hope
of even engaging his esteem one might
step forth and say. Sir, you [are now] have now
[no other wish] have now to no chagrins to disturb you, no
