Insignium 8. In flagrant cases and especially where the prodigal
is yet young, might he not be obliged to
wear a badge?
Apolog : A plan of this sort will necessarily be imperfect
at the outset. As experience encreases, occasions will arise for setting narrower and narrower

especially in popular governments if he be a
