Gaming
as much as possible games ofhard skill in preference to
such in which skill and chance are concerned
jointly; and these in preference to games of mere
chance.
The misfortune is that to play at games of mere
skill, or even with any tolerable share of success
at games of the mixed kind of skill and chance
together requires some little portion of attention and
sagacity: but persons choose to play who will not
be at the trouble of (bestowing) any attention and who
possess no ingenuity.
It would however be of use if it were possible
to prohibit separately and by namealtogether all games of mere chance.
But this is evidently impossible. A Game Games of mere
chance may be made out of any every thing. It has
been made a game of chance to sit
by the thatch of a house and see which can
draw the longest straw. All that can be done
is to observe what games of this kind are most amusing
and are most in vogue and to prohibit them as
just as theyacquire names, a mere sign of their coming into vogue.
