of substantial enjoyment.
Such a prohibition may also be of use in some cases to trade;
by turning men's expendces from articles in the production of which foreigners
are employ'd, most concerned to articles in the production
of which natives are most employ'd. See Offences

It is impossible to point make out the article a
catalogue of such articles by upon any general plan of
designation. They will be different according to the circumstances
of different times and countries.
Luxury consists in the spending improvidently
what one has. Idleness consists in the not
[getting what one might have get] using taking the [proper]
requisite means for having what one might have.
Prodigality consists in the spending more than
one has to spend in a given time.
Idleness Idleness is either at relative or absolute. Relative
idleness consists in the not taking measures for
getting to the utmost of what one might get. Absolute
idleness consists in the not getting what is necessary
for one's subsistence, whereby the burthen of
one's subsistence or a part of it devolves on others.
Absolute Relative idleness it were preposterous to combat
It is relative idleness alone that belongs
to the present title. Relative idleness it were absurd
to combat in the direct way by dint of punishment.
It is for every man to choose which he
will preserve prefer, the pleasure of acquiring, improving his fortune or the
comfort of exempting himself from labour.
