Offences against Justice - why the lst division - Justice may be without foreign nations In our the collection of Laws relative to offences
against the Public, these relative to Offences against Justice may seem
calculated to take the lead. They are the simplest
in their collection conception of any belonging to this
Class. Laws on this subject head may subsist without
any of those that are referable to these other titles
As protection may be given to men for their persons
antecedently to the establishment of property, so may the
protection be given to more existence of Laws affending men as against the members
of the same community suppose not the existence of
any other community. If the community in question
had no communication with any other community
there would be no military department
no regulations concerning external trade. But
the necessity of an establishment for the administration
of Justice would be the same as ever
In the order of things then such an establishment
comes before any establishment
An establishment for this purpose is a necessary
[consequence appendage of] and bears a necessary relation
to the collection of the Laws that come under
the three preceding classes. To p. 25. at top
