by any other means a person not possessed of any
such power, this would probably be as much as the
case required.

In Semi-public, the more, as they approach to public In p semi public trusts the occasion for
treating the abuse of trust upon a separate footing
would increase in proportion as the semi-public
trust approached nearer to the nature of a private
one: that is in proportion as the fewer
number of persons strangers to the trust who
stand exposed to suffer be hurt by the powers
incident to it, and the degree in which they are
liable by that means to be hurt is greater; or
in other words in proportion as the power which
belongs to it is stronger and more extensive.

Such abuses it is plain can not be properly provided against for without
taking into consideration the temporary and local circumstances
of the state and country. In general one may observe
that in proportion as the trust approaches
to the nature of a semi public one, is the chance that it
will be proper to make amotion an ingredient
in the punishment.
