Further precautions against Bribery — On what principles prodigality may be deemed an offence in placemen Under the head of Bribery we have just
been shewing the extreme difficulty there is in detecting
and punishing that offence. As that the offence however
is one of the most more extensive in it's nature
and by that means one of the most mischievous in it's consequences,
it may be worth while to have recourse to
extraordinary expedients and to venture even upon
hazardous experiments for the chance of sake of combating
it with a greater prospect of advantage. On these
principles is founded whatever the expediency there may which it
should there might be in establishing an offence
of a new denomination, prodigality in person on the part
of any person invested with an office of trust.

This it must be confessed is carrying the
scrutiny of the legislator farther in a certain direction than it has been
wont to be carried hitherto, and pushing the
banners of politics within what has been hitherto
been understood to be the exclusive pale of morals.
If however In recompense however it may be observed
that if I have enlarged the jurisdiction of the legislator been for enlarging the field of legislation
is proposed to be enlarged on this side, I it has have been for contracting
it, and that to a much greater degree on another.

against population.
