Instructions to the Legislator

In this place might come a reference to a
set of laws forbidding prohibiting trustees of such and such
descriptions from receiving presents. The outlines of
such a set of laws might be as follows, taking
a great public trust such as the office of Judge
for an example. From suitors a Judge might be
prohibited from taking presents altogether: and also from
all other persons whatsoever over and above a certain
amount, unless within such or such a time the present be registered in a book to
be kept for that purpose and which any body shall
have liberty to inspect and transcribe and publish.
Presents even below that amount might be inhibited
under the same penalties in case of their any industry being
to conceal them. Presents The use of this is
to prevent sectors from conveying presents through
other hands. Presents given to a Secretary or Clerk
or servant of the Judge, or to any person possessed
of anya profitable employment from which Ch it is
in the Judge's power to remove from him if the Judge
ta knowing or having reasonable cause to suspect
the receipt of the present, omitts prosecuting him
within a certain time:
