5) Simple Personal Injuries
Public Mischief of this sort to produce in the individual who is the
object of it.
This pain of apprehension to consider it at once in point of intensity and
duration will vary greatly according to the a variety
of circumstances. 1st the magnitude of the pain to the inflection of which
he has witness. to the inflection. 2d His susceptibility
of sentiments of this kind. 3dly The ferocity
strength and number of the enemies he has happen'd
to have made himself or thinks himself
likely to make: and who appear likely to give vent upon a favourable opportunity to give vent to their anxiety in this manner. 4. the difficulty he thinks he shall have in keeping out of their reach. It is upon the whole so great, as
to have made a state of absolute impunity for such
outrages, that is a perfect state of nature, almost
universally intolerable. Accordingly one shall scarce
any where see a knot of men associating together
without some sort of political confederacy enter'd into subsisting among them for
the sake of their mutual safeguard against such
injuries.
