19) Homicide.

Self-defence against a Minister of Justice. Upon the whole it appears that the in the present state of things, the pain of apprehension resulting from [mischief of] an
act of Homicide committed or any other personal
injury inflicted on a Minister of Justice acting
as such, for the most part confines itself to persons
of that description, and does not sensibly make it's
way among the body of the people. The mischief
therefore of an act offence of that sort which has
persons of that description for it's object, is less
that of one which for its the object of which was
any person at large.

There are two cases in which where lucre is the
motive [in which] no other personal injury could
answer the end in view of a with the delinquent.
The disposition of property is the occasion of the first.
The necessity of evidence to the punishment of a delinquent is the occasion of the
latter.
