As to the aristocrats what is desirable is .. that partly
for the diffusion of pain partly for the prevention of fraud by
cheating creditors the equal portibility system should be universal. [+]

any reason to
implement. but the was as of the maximum of good the
people's one for the sake of the universal benefit would probably
not be averse to consent to the continuance of the present
aristocratical form of settlement, on condition that for the obviating
of the fraud disappointment of which it is at present the the
system of regulation universality and the measure of publicity
should be given to the registrative system.
