I. as to Matter

For further prosecution and ultimate completion of his beneficent
charge, I will take the liberty of proposing to him a
few ulterior applications of his appropriate talents.
I. Operations belonging to the head of Matter.

1. Compleat the list of
instruments

1. Compleat the catalogue list of written instruments the demand
for which has place in the field of action belonging to the conveying art
business and time of conveying so far as regards property or
immovables

2. Of the inactive matter
insert first the generally
applying

2. The aggregate quantity of inactive matter, applying
to the aggregate of them — distinguish in the first place, such
part, if any, as applies to all: to this give the appellation
of the generally-applying matter

3. Then the specially applying
matter applying
to the several instruments
or groupes of instruments

3. From this generally applying matter being separated
from the particularly or say specially applying matter, separate
this aggregate mass of specially applying matter as there
are instruments or groupes of instruments to each of which belongs
a portion of master matter which belongs not to any one of the
rest.

4. What inactive matter
belongs to each the several sorts of
instrument call The
Code of the Subject
Name each list after
the name of the instrument

Each instruments
Code will be composed
of the generally applying
matter and its own specially
applying matter

4. Out of the aggregate whole entire mass of matter here in
question frame as many separate Codes as there are
instruments or groupes of connected instruments as above
Insert To each such Code give the name of the Code of
the subject. Of each Code of the subject the matter will be
composed of the generally-applying matter, and the specially
applying matter applying to that the particular matter which
belongs to the particular instrument in question or groupe of
instruments.
