Unhappily the nature
of things and the established
language oppose an unsurmountable
bar to any
determinate law of demarcation
between them.
All These several benefits have all every one of them presented
themselves as belonging to the list of objects in the possession
of which ha the maximum of happiness depends, and
to one or the other of them it is believed will be found refusable
every circumstance capable of being contributory to this
effect. Unhappily the nature of things the case and the unperfection
of language concurr in opposing an unsurmountable bar
to the drawing of any determinate law of demarcation
between one of them and another.
Security In the order if subsistence ranks before abundance — subsistence be
all before abundance for a few — abundance for all being impossible subsistence, abundance and security
before equality, Subsistence and abundance are But abundance to the whole consciousness taken in
the aggregate at security for subsistence is in proportion
to abundance.
Subsistence and abundance and eq the care of these benefits the provision made these being
more particularly to the field of political economy, of equality, to the constitutional
branch of law; of security to the civil or say non-penal
and penal branches of law.
Security is divisible according to the several instruments and as against the several causes of insecurity
in relation to which it bears reference.
