Machinery
His Commissions

Such being the subject matter of operation, now comes
the machinery to be employed in it. This is composed of
groupes of Commissioners to be employed and more groupes
in every County measures it is to be presumed intended
to be taken for lessening on the occasion and by this purpose
the enormous inequality which is some instances has place
in regard to the respective and comparative inaptitudes.

Co In each such County or Quasi County at
save Art. 2 and 3 there are to be two sets of Commissioners
one for enfranchising the Copyholds, and extinguishing the
feeforms and other perpetual rents and at the same
time the forests in which for the purpose seem on this occasion looks as if by a whimsical
sort of verbal accident they had been set on fire. Perhaps
the accident could not well have been avoided.

The other set of Commissioners is to take in hand
the Commons &c for it purpose of inclusion.

On the occasion of the crash there can not for the
first instance extinguishing set of Commissioners comes the a few questions
1 what is to be done in regard the compensation for the privilege thus to be abolished marked for abolition
2. Out of what pockets is it to come? 3. By when is it to be
awarded?

Out of which pockets? those to which of the individual to whose alone the benefit is in any tangible
shape to accrues? or to those of the public at large whose feeling of it will
probably be so slight in comparison of the feeling produced by the
like of the pecuniary burthen by the endurance of which it is to
be purchased.
