2. Second and last sit the enclosing Commissioners
Here again troublesome questions observations obtrude themselves. Where
in the present state of things where inchoate on the part of the
majority in number and quantity value of property interests inclination
and pecuniary power exists, the thing is done. But When inclination
fails, ought it to be done? where pecuniary power fails can it
be done. Of the these two indispensable requisites what is it that the
Commissioners are to give? The inclination is the power. The consideration
surely not the power? If it be out of the protests of those by
whom alone the benefit is to be reaped that the remuneration
for the Commissioner is to come then instead of being exercised by them it
would be lessened. Out of the public ? then comes the same question
as that which applied to the extinguishing Commissioners.

For my part I am not enamoured of Commissions. A set of
Commissions are is a Board. I am not fond of Board A set of
