J.B.'s Observations
Commissioner, one, sitting as and as may have
a day as a lawyers Clerk serves for a small part of what would
be the pay: and paid in such sort that he should have nothing to gain
by procrastination.
This for such a work proposed as could make A General Incloser Note off, speaks of and refers
to: is it without defect? what he proposes to be done is done
already. Has it defects? let him point them out, and propose
the remedies.
Thus, for such part of the work proposed by him as by
its benefit would outweigh its burthens. Thus much as to Commissioners.
if, and in so far as it is needful that a functionary functionaries
of that denomination should be employed.
Meantime — this same work or at any rate a very
considerable part of it — are the rest already means in or
by which it has been might be done with much less delay and vexation
and which without expence?
The Poor Law facts composing the matter of the [Poor Law
and ] Populate , how wher were they collected?
what should hinder these facts the facts in question from being collected
in the same manner. This is not a place for debate. The
facts are in every instance known to one or more whose interest it is to
know them, in one way or other these will be as definite in making
it their interest. If Mr Rickman is Mr Rickman still, it will
be elicited from them by Mr Rickman if he is not, at any rate
by and person prophet also in the place he succeeded to the mouth
of Mr Rickman
