If they had the inclination thus to promote
the interest of the greatest number, or even
of any part of it without prejudice to the rest,
their situation does not afford them the power.
No all-comprehensive view for the field of law for
this purpose — no comparatively comprehensive
view — do the duties of their situation prompt
them, or so much as allow them, on any occasion to take
whatsoever they do is done from the consideration
of no more than two conflicting, and both of
them narrow individual interests: viz. the interest
of the parties on the opposite side of that
individual suit.
So much for conduciveness in a an
direct immediate way to the greatest happiness of the greatest
number. Now
