London Petition

We declare it as an
uncomfortable truth
that if in the mode of
that those in whose foot
steps they are tread
and in whose procedure
they seek what hitherto in the eyes of
have been a triumphant an all sufficient
justification, the
happiness of the greater
number and the true ends
of justice have on
any one occasion been
ever in any degree an object of regard
it has never been other
than a secondary
one, topped and put
down for a the regard for
their own particular
and sinister interest:
for a full proof of the
truth of their own persuasion
as they have to
bring to view amongst so
many others that
each of them sufficient
that might be mentioned
the all pervading and
inescapable refusal on
the part of the highest class
of Judges to admitt the
parties at the outset
into their presence to
give at once their mutual
claims and the evidence
to which they look for the
support of those claims
thereby as far as in their being dividing into
stakeholders and slaves
the whole population of
the country — the
composed of those to whom want
the ability or instrument
of the purchasing the written
documents at the price set
upon

upon them in writing,
the stakeholders those
to by whom the ability nor
the inclination are both
present

For while at this price
they had themselves with their irresistible power
instruments in the perpetration
of depredation and
oppression in every other
shape to no evil done
on the plaintiff's side,
on the other hand they
had themselves as instrument
of protection and
safeguard to an evil
done on the defendants
side.

repugnant to the most universally
acknowledged
principles of justice.

The more crimes,
the more fees: fees
for suraties and instruments our dependants,
our favourites —
our friends.
Every day, incidents
tend to rivet these
associations — this persuasion
in the minds
of Judges.

This will continue
to be the case
so long as so much
as a shilling is
receivable by a Judge
in the circumstances
which render it a
fee.

So long as these associations
continue
it
n
so long as interest
continues it variance
with and in
a state of ascendency
over duty, is it in
human mans nature that
justice should be in
any better state than
a state of utter rottenness.

If it were the wish
of legislature to place
Judges in a state of
constant corruptedness
would the ingenuity of
men enable them to
devise any state of things
more effectively and plainly
adjusted to the purpose:

Self judicature System

It is become a
maxim of state
policy, that what
ever may be his
misdeeds, no man
who occupies a certain
rank in the seat
of authority shall
ever either punishment
or so much
as pr reprehension
at the hands of those
by whom in the great
body of the people
punishment is inflicted
without scruple
or hesitation

This is part and parcel of the
unwritten law:
and if in this instance
the existence of the
constitution were certain
of being a mere
factor (for where are the
words of it?) in making
this maxim a maxim
always acted
upon would be one
of the most effectual
and efficient parts
of it.

This is the end with
reference relation to what the
self judicative principle
is the means.
