But in the situation of the official functionaries this same
disastrous opposition is altogether within reach of remedy: that remedy while
swift obvious simple and infallible extensively employed in practice and altogether in the power of Parliament
through at the instance the interposition intervention of this the Honourable House. It consists in
nothing more than rendering the quantum of retribution in effect
what in practice and outward shew it has recently been rendered,
altogether incapable of being exercised in any way shape by direct or indirect
by the hands of those who receive it. It consists in nothing
more than what has been over and again at all times professed in principle,
and in practice received if not all comprehensive at any rate
very extensive application in the other departments of this Government

In Having stated this unhappy distinction between profession
and practice, we find ourselves under the unpleasant necessity of bringing holding up
to the view of your Honourable House the manner in which in
common with the rest of Parliament it its confidence has recently been merrilly
imposed abused by the functionaries who have thus succeeded in establishing
by law the sufferings and grievances abovementioned.

To the Chief Justice of the Common High Bench £10,000
per annum to the Chief Justice of the Common Pleas £

To the Lord Chancellor a quantum of retribution
which bids defiance baffles to calculation and has been as carefully
and but too successfully screened from public knowledge.
