Petition
Apology for Abridged Petition
☞ Superseded by large amendments
Supplement
§.1. Explanation &c
1.
In Advertisement
reasons stated for proposed
abridged Petition.
2.
Abridged Petition
then half completed
and completion within
the desired compass
expected.
3.
Since that time instead
of abridgement the features
presented by it were
perceived to be 1. subtraction
2. addition 3. repetition
4. substitution.
4.
These blemishes unavoidable
without detriment
to the practical
purposes in view.
5.
Practical purposes of
obtaining expressions
in the customary form
from the greatest number
of persons desirous
of so doing.
6.
Signatures of all to
one petition impossible.
7.
Hence a reason for
maximising the number
of copies.
8.
Difference between
this and ordinary
Petitions – This not
the mere expression
of an opinion.
9.
In the multitude of
defects in the law here
pointed out some will
present themselves to
some persons as such,
others to others.

10.
Thence the greater
the number of draughts
the greater the support
the petition will
received.
11.
Meantime as a common
standard of
reference a work necessary
in which all
the different subject-matters
of complaint are
disposed in an appropriate order.
12.
Considerations showing
that the mode here
pursued is the best adapted
for the purpose.
13.
1. In the course of the
operation additional
features of inaptitude
in existing system
presented themselves
as claiming insertion.
14.
2. At the outset the
idea entertained of
condensing the matter
as much as possible.
Hence the use of the
word abridgement.
15.
3. But in original
petition if nothing superfluous
in – for the purpose
of abridgement elimination
necessarily substituted
to substitution.
16.
in this way elimination
performed of whole Devices
or of whole paragraphs in
them.
17.
In the two draughts taken
together such parts
only are useless as are
reprinted in the second
petition without any
variation.

18.
After this deduction
no matter useless
even in the instance
of mere condensation
the non-condensed
paragraphs appear
more apt to some persons,
the condensed
to others.
19.
20.
Choice offered to proposed
contributors to
the end in view.
1. Full-length petition
with alteration.
2. Abridged Do. Do.
3. Either with amendments.
4. To frame new
draughts composed of
matter referable to one
of the above heads.
5. To frame new
drafts of matter not
referable to the above
heads.
21.
Objection – Might
it not be still better
to draw up a new
draught from the
matter of both. Answer –
Time & expense of the
operation would preponderate
over the advantage.
22.
Answer 2. – In the
course of the operation
new matter would
present itself as in the
case of the abridged petition.
23.
In the abridged petition
numeral figures preferred
to paragraphs.
Facility this afforded.
---page break---
24.
Further objection –
Unusualness of the mode
of circulating petitions
for signature – Answer –
This has no relation to
the point under consideration.
