1829. Sept. 18.
Most Abridged Petition.

1.

Mag. Charta
Ground of what is most
valuable in the Competition
Magna Charta
as per all Legislators
and Judges.

2.
Violated
Yet manifest the violation
of it by all Judges
in the view and with the
co-operation of all Legislators.

3.
Delay made
Delay Sale & denial of
justice by all abjured:–
yet practised.

4.
Sale by fees
Cause & means of the the sale
the mode of remuneration – namely by fees
received on & in proportion
to the number
of operations performed,
and number & length
of written instruments
framed.

5.
Hands, two
Where as in this case
there are Master and Servant hands
by which Master may
receive fees, two.

6.
Interest Modes
Modes of fee payment
in both cases two
1. by the job
2. by the day.

7.
Sale & Denial
By sale Judge obtains
proportionable fees; by
denial, ease. But the
higher the price the
more are prevented
from purchasing: determined
by the consideration
of the price.

8.
Lawyers connected
Between official &
professional Lawyers
such the connection
that proportionable
plunderings by the one
is added to plunderings
by the other.

9.
Vacation
For letting in the fee-paid
operation upon
operation, & instrument
upon instrument, is
produced the delay by
vacations.

10.
Interest thus maximized
Thus is the opposition
of Judge's interest to his
duty maximised.

11.
Legislators Interest
As to this denial and
delay, Legislators
have two conflicting
interests –
1. By the sale denial,
they are benefited: they
being the richest among
the rich, and those to
whom judges' service
is denied being slaves
oppressible and plunderable,
to those to whom it
is granted.
2. By sale, burthened.

12.
Legisltor's interest
Unhappily, to the benefit
than to the burthen
– the benefits
being certain, at all
times experienced, and
by all: the burthen contingent,
not experienced
by all, and diminished
in appearance, by each
man's confidence in his
own good fortune.

13. End?
Legislators interests
From legislators in no hope
of relief from this
abuse but from sense
of duty in some, and
from loss of power
by cessation of office
people's obedience or
otherwise.

14.
Lawyer Legislature
Effect given to the
sinister interests and
prejudices of lawyers,
official and professional,
int he legislature, by
the influence of their
understanding: their
intellectual aptitude
being referred and deferred
to, notwithstanding
their moral inaptitude.

15.
J.B. Opposed
Consequent opposition,
to all apt reform proposed
by a real reformist, by whose whom sinister
interest has
never been possessed,
or has been shaken off.
Mode, silence; this
being the most effectual:
since by
controversy, public
attention would be attracted:
felt – of the
reasons for, the validity:
of those against,
the futility.

16.
Ex Lawyers interests
Joined to the hostility of
actual lawyers official
& professional will be do.
of ex-do. the sole main source
of their estimation being
by reform extinguished.

17.
Ex-Lawyers interest
By the interest-begotten
to and authority-begotten
prejudice, the energy &
efficiency of the sinister
interest in the same
breast will be strengthened.

18.
Adverse Authority
In the joint ratio, of
the th number of the
persons by whom it is
entertained and the
instructiveness of apparent
opportunities of
appropriate information,
will be the efficiency
of their apparent
opinion – in one
word their authority.

19.
Interest – Prejudice Authority
Thus in support of
the law with all its
imperfections operate
the conjunct forces
of sinister interest,
interest-begotten prejudice,
and authority-begotten
prejudice.

29
Use of this exposure.
Uses of these observations
two accounting
for for that
depravity, which notwithstanding
a demonstration,
might otherwise
seem incredible.
