As to qualification

As to Qualification, what every body hears though, as it should
seem nobody choses to appear to hear is that by a certain
Home Secretary for a Lord the qualification
denominates the which has been termed the mandicatory was the sole qualification thought fit
to be required: a hundred desires cut one another up for great
holes and between the day of the last chance and the day of the
appointed as quarter one interval no been employed,
of not less than three years. Was the decision to depend upon not
Chance I must confess I is the arbiter I should employ to what chance I

One course would be to take for the Commissioners the learned

naturally be to be apprehended at the hands of the public by whom
they are respectively appointed.
