1 Judicatory of course single-seated
2 Official denomination Commissioner of Dispatch or
Judge of Dispatch Court. Commissioners of Dispatch preferable, a
the more effectually for marking the distinction between
this an extraordinary Judicatory and all ordinary ones.

3 Mode of proceeding
that of Justice of Peace
acting in singly in suits
from beginning to end
within his cognizance

3. As to his mode of proceeding, in addition to in conflation
of what is above under §.1 intituled Procedure,
the shortest account that can be given of it is that in the main
it will that which is pursued by a Justice of the Peace
acting singly in cases in which the whole course of the suit
from beginning to end is placed within his cognizance.

4 Duration two years

4 Duration of his authority, a number of years certain
Say for example two years and no longer. By this means no temptation will
he have to draw any suit out into length make any endless
or useless addition to the length of any suit. On the contrary he
will have an inducement to give to it the utmost dispatch concomitant
with the main ends of justice — giving execution and effect
to the substantive branch or say main body of the law. If the
experiment does not succeed, then will end his emolument.
If the experiment succeeds his emolument will of course be
permanent: he will be kept on the Bench to continue during
life the benefit to which he has given commencement.

5 Under Commissioners

5. Under the orders of the Commissioners of Dispatch
Messengers and Prehensors as many as shall have been found
necessary Authority of the Prehensors to apply to subject matter of property as well
as to person: to subject matter immovable as well as movable,
and in both cases to sale for raising money, as well as to
delivery in hand.
