Dispatch Court
2 §.2. Official Establishment

6 Locating patron the
Home Secretary

Locating patron, the Home Secretary, not the Chancellor.
Not the Chancellor, because if by the Chancellor the location would be
passing condemnation on his own practice, contributing to the putting down
of his own power.

7 Appeal none

Appeal for the acts of the Commissioners of Dispatch, none
Reasons. By appeal, whatsoever benefits were expected from the initiative
would be done away: Appeal from a summary Court
summarily proceeding Court to a all regularly that is to say a
dilatorily proceeding Court would be a self-repugnant arrangement.

8. But in cases of
malpractice information
ex officio

But in case of malpractice punishment as for a misdemenerdemeanour on information ex officio by the Attorney Generals
Subjected thus to real and efficient responsibility instead of
the sham responsibility to which alike a Westminster Hall
Judge is subjected not to speak of a Welsh Judge or a Justice
of the Peace. By this means, in the breast of the Commissioner

☞ Here insert the uses of Appeal.

simple will be sure to be the question in an Equity case than in a
Small Debt Court case

10. Commissioners
Inaugural Declaration

Taken by a every Commissioner of Dispatch an Inaugural
Declaration.
Subject Matter of it, of the several
modifications of delinquency which his situation exposes
him to fall into, those to which the legal sanction either
can not be made to apply at all, or not without especial difficulty.
They will operate as so many mementos to the Public
Opinion Tribunal to heap itself upon the watch over his conduct in relation to those several perils
See as to this under the head
of Securities &c
This is what the several Official Oaths profess to do, but do not in fact do in any slightest degree. To produce a delusive idea of responsibility is their object and effect.
