Idea occurred since
the commencement of
this Supplement
Since this Supplement took its commencement
an notion the idea has occurred of an institution, by
means of which , without any disturbance given to
the existing technical System, the nature and effects of the here
proposed system might be brought home to observation
and experience this for the benefit of the public
at large: while, at the same time, regard being
paid to the suitors in the suits taken for the subject
matters of the experiment, benefit in some instances
probably altogether incontestable, in
to all suitors by whose consent their suits were taken
for subjects of the proposed experiment, the
beneficialness of it would be altogether, to all others
so dealt with, that same result would be in a preponderant degree
probable.
For convenience in regard to mode of reference
the proposal is stands expressed in numbered articles which
are as follows

Saving by Dispatch
Courts greater in the
case of Equity than
Common law suits
Use of the Dispatch Court as applied to Equity procedure.
Saving in delay and expence by substitution of the proposed
summoning to the existing regular course in all cases without
distinction: use of it as applied to Common Law procedure,
saving it as applied to it in cases where special pleading
having been employed the suit is still in pendency. In these
cases the saving, it is evident would not at the maximum
be near so great as in the case of Equity procedure. State
however it might not be altogether without its use: were it only for
the purpose of the experiment which would thus be held up to view.

bringing the parties together
as in the Small Debts
Court: and the Written
Pleading whatsoever had
been the time and money
by wasted by them would
find in the character of waste paper the only use capable of being made of them.
