This done in effect
under existing system
but loosely not expressed
in terminis
Nor is this any thing more than what is done
at least or at least endeavoured to be done, and carried into effect under the existing
system: sole difference this: what that which under the existing
system is done, is done no otherwise than in the way of general and
loose description, instead of being expressed in terminis.

Analogy in Judiciary
and legislative procedures
Behold in this case the analogy between the
mode of proceeding in the two businesses of Judicature
and the mode of proceeding in the business of
and legislature. Brought in here by plaintiff would
be is the similitude of a Bill: say in one word a
Quasi-Bill. Made by the Dependant a
mode motion either for the throwing it out of this same Quasi-Bill, or for introducing
the inserting into the body of it, the in the character
of our amendment, a proposition in words to an effect
more or less different. All parties heard, by
the Judge, subject always to eventual extinction abrogation
or alteration by the legislative authority would is
be given authority and legal force, either to the Quasi-Bill, to the amendment,
or to an amendment of his own, different
from both.
