2. Practice summary
For remedy to all these abuses and all these imperfections
we humbly pray as follows
That in all its parts the rule of action be the want of the
only lawful and universally acknowledged legislation and that
no limit of it be at any time be made by Judges. persons not
not one of which can so much as pretend to any right to make
it
That for the purpose of making it pure the whole
of the same rule of action be checked and kept divided into two
parts, the one called the general Code, the other the system of
Codes.
That to the General Code should be consigned those portions of
the law which with which it is the concern of all parties the universal lot to to have present use
made at all times: to the system of Codes these portions
in which with which it is respectively the concern persons of certain classes only to have present acquaintance with
the usual: and in respect of these that a distinction be made
between such portion as it is their concern to have present in view
at all times, and such as it will be time enough for their lot to
be apprized of the particular of, when the time for acting in conformity
to them is arrived.
