Supplement
S.2. Elucidations.
Parallel
But, in this case as in every other no incumbent can
have, as suit to secure such, a sinister interest, without the patron's having
a correspondent one: and thus it is, that Master and Clerk
are linked together by a community of social sinister interest:
if he does not then : if as to any part the Master keeps the fees, then in as far as he does the sinister interest is his, the
whole of it.
9. As to the unusual unanswered profits, they are reaped
in a great degree by this functionary in cases
where he acts collectively in conjunction with with colleagues, than in
cases where he acts severally. By far too multifarious
are these last, to be here held up to
view in detail. Power of taxation, with
receipt of the directly accruing proceeds of the tax: tax
power of indirect depredation, by discouragement
applied to rivals in commercial pursuits, and their by their
means encouragement to the functionary's own proceeds: pursuits:
power of oppression exercisable by means of the
licensing system; a system of pure unmixt
maleficence, too completely demonstrated and
held up to view to admit of the probability of its
being matter of doubt to those whose support to it
is so pertinaciously continued. Places of Places of the demonstration
various of the periodicals, but with more eminent
ability and perseverance the Morning Chronicle.
Lastly, the sinister interest in this shape created
and preserved in and by the same laws. Last, greatest, and
and by reason of the proportional number of magnitude of the sinister profit, was the all comprehensive extent of the courses of it, and
the particulars the multitude of the shares in it, most extensively and efficiently operating
the corruption in this shape: efficient causes of
its all potency, the aggregate magnitude of the Trustee profit, the
all comprehensive extent of the local field of it, the most
variety of the shapes in which it presents itself, and the
multitude and irresistible and uncontroulable power of the shares in it.
