Now then as to the beneficial effects in the county in question
relation with reference to being had to parties, who might otherwise have been
suitors but by this means are prevented from becoming so.

Here
it will secure place or debate before an set class of men the Judges so
called prevented: but at the same time defects before another
set class of men the Commissioners — produced even when attendance by the
proposed Defendant is not found, as above. Where then In what shape it may
naturally be asked is the benefit produced? Answer In this shape.
The small for abovementioned excepted, this debate, the sort of pretence
may such carried on before the Commission is carried on, without expence
to either party: whereas were it carried on, and when
eventually it comes to be carried on before the Judicatory, it
is carried on at expence more or less considerable to both.
