Sovereigns interest and
desire that justice be
done

and thus, so it has been that the Sovereign has
not been able to convert apply the labouring-power of his subjects
to his own use, without defending them from evil at the
hands of their external adversaries. Moreover neither So neither
could he turn such their labour to his own account, any
further then as they respectively found themselves protected
against such acts whereby the quantity of it per continually
performed would be diminished: hence accordingly the arrangements
having for their object the prevention of such diminution,
and for that purpose such arrangements as had for their
objects so for the ends of justice. His desire therefore and
endeavour, in so far as his love of ease admitted of his employing
any applying to this purpose any of his endeavours, was
to cause justice to be done, in so far as by the doing it any other
desire of his were not thwarted.

Government business
so complicated as to oblige
the Sovereign to call in
assistants who must be
remunerated.

Meantime as in its nature to such a degree complicated as
is the beneficial business of legislation needing government in all its branches taken
together, legislative and judicature included, that on no other no otherwise
condition could he make and keep in foot the above mentioned
indispensable arrangements without calling in mind the assistance
and employing the labour of a particular assemblage class of
person was the and keeping their labour employed upon that subject
matter and directed to that end. Like other labourers
these labourers could not be kept to work without their receiving
the matter of good in of various the several shapes in the way
and for the purpose of remuneration for the service in its various
shapes so rendered. Nor yet, as above shewn should could
this indispensable supply be used to find flow its way into their
coffers without them being allowed by the Sovereign to extract
and collect gather it in for the nation
