1. Diminution of the number of suits: and this without any denial of justice. 2. Within the logical
field of service or say jurisdiction allotted to these tribunals,
saving to parties, the expense of applying to professional lawyers
for opinions. Requisite here under both these heads will be a few
words of explanation.

suits app must go through
this tribunal before going
to the ordinary courts and
therefore the number on
the face of it encreased

First as to diminution of the number of suits.
Requisite are here a few words of explanation Recourse to this
tribunal being necessary to the production of this alleged benefit
wherein does it consist? For upon the face of it, that number
to add to rather than subtract from the number of the suits in
question will be the effect of it. Within its field of competence
all suits that would otherwise in the first instance have given into some one of the ordinary
tribunals, must in the first place be brought before this extraordinary
one: here then is no subtraction from the number.
But after having gone through this, some there have always been
which have passed on to some one of the Ordinary Courts. Here
then those added to the number of the suits have been all those
which have then as it were passed through the new-constructed sive

Answer. F To distinguish them from the proceedings commonly
disported and presented to view by the word suit, the proceedings carried on before the Commissioners and have this
feature m namely, that admittance not being given to professional
hired assistants or substitutes, so as far as regards disbursement
of money, the proceedings are carried on in and carried
through these tribunals without expense at next to no expense
none at all except with the exception of a small fee for a summary

And it will be seen it will be further on how by of this abolition
of expense, the abolition of all factitious and useless delay
is the consequence.
