Benefit to Judge from fee
— Moral guilt
Criminality none
Legislator moral guilt

Moral guilt and
criminality of fee-fed
judges and
legislators who establish
the system
To the extent of this be enormously extreme case, the part which
acted by the fee fed Judge is the part which the hired assistant acts, when
his hand the murder a murder is committed. In respect of the article moral
guilt is there any difference Supposing Suppose death, death by a broken
head — a lingering death to close the town of suffering — be this suff as often as this has happen
as often as this catastrophe has place, the article in respect of moral guilt
is there any difference? assign it who can: to the author of these
pages it would be a real relief to receive perception of its existence.
So far as to guilt in a moral sense. Not so as to criminality
in a the legal sense. For to in what degree so ever pregnant
with human suffering, no act is criminal which the legislator
has not made so.
And in the present case, by the supposition
as the Judge is the accomplice of the malefactor, being in fact the
prime mover on the maleficent act, the instigator by whose offer
of a reward the malefactor has been engaged to enter upon the
commission of it, so is the legislator the an accomplice with,
and an instigator of them both. He the legislator is it this that offers
to the malefactor if he will produce the suffering in question, the benefit whatsoever
benefit it may be which he can find means to derive from it, and that
offers to the Judge the fee by the exaction or demand of which
the has in that same fee its more immediate efficient cause.

Sovereign whatever
his moral guilt screened
from criminality
The Sovereign — so commodious his situation — the Sovereign
whether an individual or a corporate body, while his may be Monarch
government be a Monarchy or an Aristocracy whether his name be
King or Squire — the form of government a pure Monarchy or a pure
Aristocracy, or a Monarchy with an Aristocracy under, over or on
one side of it for a its check and support to it — whether the splendid ivory ornament [+] as an
on his head be a crown, a cluster of coronets, or crown placed at the top of a cluster of coronets —
the Sovereign so commodious in his situation — is indeed
capable of incurring moral guilt to an extent beyond any thing that
any human being is capable of. but as to criminality criminal conduct
of every thing of this sort he has under a placative incapacity
as under a quilt of eider down.
