on the part of those in whose hands for the misfortune of
the people that power is lodged trust is reposed, are incontestably made manifest
by the deafness of their ears to the proposals so often
made to them, for giving to the rule of action, in every part of it,
this most so highly more efficient security of all security for its appropriate aptitude.
