§. 2. Elucidation
Form of procedure, in the single seated
and the Petty Sessions many-seated Judicatories the
same — the summary: in respect of the logical
fields of jurisdiction, the relation such, that the many
seated adds to the whole of the field belonging to the single
seated Judicatory, another field which is peculiar to
itself.
In both instances, the field is composed
of scraps, marked and promiscuously, in the two branches —
the civil and the penal — of that all-comprehensive same
field: fractional parts — uncommensurate with the integer,
and with each other; and to which, by hands determined
by accident, and laying about them ay random,
eyes never opened, additions numerous and extensive,
are every year made.
In the General Sessions, form of procedure —
not as in those the five abovementioned instances summary, but
regular: though regular and technical, not in
the same way regular, nor in the same degree technical
as in the Westminster Hall Courts, its superiors:
nor therefore in so high a degree polluted with
the views which, in their case, it has been necessary
to hold up to view.

In regard to the two summarily-proceeding
Judicatories, the primary, most prominent, and only
conspicuous point of diversity to which has place in their
respective Official Establishments is that to which expression
is given by the word single-seatedness in the one case
and the word many-seatedness in the other case.
