Here then may moreover be seen two sorts or
modes of corruption: call them, the active or say positive, or commissive
and the passive, or say negative, or omissive: the commission that which cannot
act have place without what has been called the sin, as the phrase is, of commission:
the omissive produces its effect by mere omission:
which and this effect is neither more nor less than the half
of that produced in the conspicuous case.

To the temptation of this omission, the
many-seated Justice of Peace Judicatory stands
(it may be seen) essentially exposed: to that temptation,
acting (as has been seen) with such elsewhere unexampled
force.
In the omissive corruption

Judicatory is not exposed
From temptation in this shape, the single-seated
Judicatory is, by its thus expressed effectual and distinctive character property, rendered completely and essentially free. It is
so even under the existing system. It is so of course
under the here-proposed system.
