VI. Qualification, in respect of appropriate aptitude,
moral, intellectual, and active; (in intellectual, cognitional,
and judicial being included).
1. Under the here-proposed system, systematical; complete,
as to all branches of cognitional aptitude, the qualification complete and
assured, being proved such by public inspection, competition,
and examinations. See above, §6. Justice of Peace
under the head of Securities.
2. In the Justice of Peace system for appropriate moral
aptitude no security whatever, but the remote, inadequate, and
little less than surely illusory, security, afforded by
a relatively small mass of property (Live a year) possessed in a particular
Shape: Qualification neither in a cognitional, a judicial, or an active,
needful none to Shape, appropriate aptitude in any degree being necessary to the recovery of the appointment. Under Mr. Secretary
Peel's improvement of it this symptom, in a portion of the Metropolitan
District, substituted to this nearly illusory
is a purely illusory security, in a shape such, as to be altogether
unsusceptible of serious mention: composed
of the fact of having partaken of one hundred
decisionsdinners, in one or other of four Halls, at intervals
of time spread over a length of five years,,
with an interval of not less than three years,
between the last decision dinner and the time of appointment;
together with this, with the addition of a salary, at public
expense, continued during the time of services,:
a salary, which, for the declared purpose of
creating that supposed aptitude, was augmented
at the end of a long experienced demonstration
of its excessiveness, in prepared defectiveness
notwithstanding.
