In giving to the Judge the unlimited power of taxing the
people to an unlimited amount, and putting the money into their
own pockets, Lord Eldon, Mr Secretary Peel and the rest other
members of the Humble and Noble
of the Confederacy had the precedent of 1815 and the consequence
with which in this respect it had.

In 1815, by authority under the reign of Lord Eldon, was established a
royal Commission to enquire into it "duties, salaries, and emoluments
of the several officers, clerk and Ministers of justice in
the court of Scotland.

Of these Commissioners in number, one of the exploits p 269
was to appoint a sub commission of five Sheriffs of so many
counties. And of these Sheriffs what was the business? to be regulating
the fees of payable to the Clerks in Civil. And those Clerks in Civil
by in whom were they is the power of appointing them lodged? In this matter
the Sheriffs. Here then are those the power directly given
to these men to tax the people for imposed on the people taxes without stent for their
own emolument

Now suppose that without being limited to litigants, a
power of taxing all people without exception was given to this judicature
would this be an addition to the grievance? No: it would
be a relief. Why a relief? for this precise reason: that it would
not motive either denial or sale or denial of justice.

But is this that currency in to such a degree pregnant productive
of human misery that the men to whose government it is the
misfortune not to say the wickedness of the people of this country
to submitt are not in the face of the doing and wrong doing
of this ?

Oh for a constitution like that of France with all its defects
would it not a blessing in of the truly matchless constitution
with which the British Empire is cursed.
