In the above sets of securities the reader has
sees before him the sort of securities provided by the here
proposed system relation had to Judiciary functionaries
of all sorts and sizes, call them for distinction sake these may
be stiled legal and moral securities.

If Applied to the virtues intellectual and moral
of the existing Home Secretary one fract the county is in
possession of in the shape of the two sets of Securities provided by him
for appropriate aptitude in the breasts of the particular class of Judicial
functionaries here in question. These securities have been
stiled and for the present purpose must continue to be stiled
the one of them the manducatory the other the pecuniary.

At his instance a short time ago Parliament was
occupied in securing by means of the manducatory qualification
the possession of appropriate aptitude in the breast of a particular
modification or branch of the Justice of Peace Judicatory, stiled the
Police Magistracy. In relation to this branch a discovery
had to be made by him that they were on the part of all the several Members of it
there existed at the same time a sufficiency and a deficiency
of appropriate aptitude. For a supply of the deficiency
he provided for the future a set of men class of individuals
whose qualification, and that the only one was composed
of two parts. One — the effectual consisting, in the having

minimum number one hundred in one or other of four
