Petitions.
Under the regular system, the force of the
artists' mind has been applied to the keeping the facts of
the case back as long as possible: mixing at the same
time, in the largest proportion possible, false conceptions
with true; delusive with instructive. From this purpose,
a primordial and indispensable arrangement has been
the keeping out of the whole business from first to last as
completely as possible the party whose business it is, and
putting in his Head, the hireling whose interest is directly
opposite to his. Yes: directly opposite. How should
it be otherwise? From every operation a pretence can
be found for the performance of, a fresh charge:
for every instrument a pretence a pretence can be
found for the exhibition or preparation of, a fresh
charge: in the case of each such instrument the
greater the number of the words a pretence can be found for
putting into it, the heavier the charge.
So likewise in regard to the multitude
of their learned assistants of all sorts and sixes.
"In the multitude of counsellors is safety" says
holy writs: in the multitude of counsellors is
destruction says experience. A pun and
nothing better. True. But where a truth is
useful, correspondently useful is every pin
that can help to fasten it to the mind.
Here then comes the destruction: for
every hand a pretence can be found for
passing the business through, a fresh
charge.
