4 That your Petition has already framed and published
as the Outline of a system of procedure of the discussion devoted
to those same ends: and that for the giving completion to
it in quantity and such approach to perfection in quality as
may be found to be in his power he is ready to willing and
certainly desirous to continue to do labour to the utmost of whatsoever may be in
his power without fee or reward.

5. That on no occasion is any proposed arrangement
of law brought forward by him without reference to reason
a trace of reasoning distinct from the ends of justice, of which
ends he has on every occasion done his utmost to hold up
to view and impress upon the minds of those whom it may
concern, a determination where the connection being at the same
time shewn between those ends and the greatest happiness principle
in the conformity to which the good or and bad effect of
whatsoever is done said by the name of his

6. That he has seen a document intituled Second
Report made to his Majesty by the Commission appointed to inquire
into the practice and proceedings of the Code of Common Law

That he has perused the Code of regulation therein proposed

That it is his real belief, and on that account is hereby declared belief
that even if these regulations were carried into effect some
abatement defalcation would be made from the mass of human suffering
produced by the system of procedure in it at present existing
state but then that of that defalcation the amount is
at the utmost very inconsiderable in comparison of that
which might be and therefore ought to be made.
